Hebba, Putney Swope is the name of the protagonist, probably chosen because it sounds funny. Film came out, I believe, in 1969. Directed by Robert Downey, whose son, of course, is a notoriously trouble-prone US actor. Swope was heavily advertised on NY radio (and perhaps elsewhere) when it was released, which is amazing because it was such a wickedly subversive film!

"How do you like my demonstrators, Swope?" (US President to hero during tense stand-off)

No, the title is "Putney Swope", which is also the character's name...

Director was Robert Downey (Sr.) and the film was released in 1969.
