Is it cheaper to turn your electrical heat down at night and back up in the morning or to leave it at the same temperature all the time?

Turn it down at night and during the day when you are not home. I have a digital thermostat that comes pre-programmed with a Energy-star certified program. It runs at 70 during the mornings and at night when I am home and 62 during the day when I am gone and at night when I am sleeping.

This is actually to warm for me so I turned down the temperatures a little but kept the same time frame. I heard that for every degree you can turn your thermostat down all day you will save 3% of your energy bill.
