If someone is arrested for selling 25 grams of marijuana -- how big a deal is that? Is that just enough for one person? Is that about the smallest marijuana sales that occur? Or would the person get a stiffer sentence because it wasn't a smaller quantity?
You really need to identify your jurisdiction and then go from there. Your question can be answered in very many ways depending on the jurisdiction in which it happened.

I would have guessed that the size of a small sale would be about the same in most areas. I suppose it would be a function of how much an individual buying for personal consumption needs.
New York City or elsewhere in the state - and if elsewhere, urban or rural? Not that its an absolute, of course, but the bigger the city, the less the hassle resulting from a minor drug bust - though sale tends to be frowned on more severely than possession, just about anywhere.
