Could the U.S. Government enact a law penalizing a business that fails to secure its computer operations, resulting in the freezing of those operations and/or the payment of a ransom demand?

They could try, but what's the point? Businesses are already incentivized to protect their networks. If the threat of having your business obliterated is not enough to get someone to protect their network, a law isn't going to do anything.

Yes, I take your point.
That said, there needs to be a way to protect American businesses from (often foreign criminals) for simply huge sums.
