People are walking north through Central Mexico to Mexico to enter the U.S. They are being stopped at the U.S. border, and there they wait.

What do they do if they don't have money for food or other necessities?

I'm sure your answer is correct as far as it goes.

That said, I don't think that there is any public assistance (e.g., welfare) in Mexico. If someone runs out of money, in theory they would starve.

Apparently they do have some form of assistance but I doubt it's very effective. Many Venezuelans (and other Latinas) are coming through Central America-Mexico-US and they wouldn't qualify. I don't think Mexicans can afford to help non-Mexicans.
