looking for the name of a 1970s horror film about a devil cult

Hi,
there was a horror movie from the mid to late 1970s about a devil cult.
I am trying to figure out the name of this movie as I'm starting to wonder if I imagined the whole thing and am going crazy. (lol)

there was an alter and a cross above the alter with a man with a rat head (or possibly a goat head). The cross would come down on the victim and crush them.

There was a memorable scene where the cult leader pretended to eat the skin of God and his followers did the same.

I would have sworn this was "Devil's Rain" but I watched this movie several times recently and the cross was no where to be found and neither was the scene I mentioned. So either those scenes were deleted or it was a different movie.
