Sixties Wartburg?

I saw a small odd looking pickup truck with W-A-R-T-B-U-R-G in chrome letters accross the hood. I see on the net that it is an East German vehicle. What's puzzling is that it had big chunky hubs on the front wheels as though it were a four wheel drive. Is this just some heavy duty front wheel drive mechanicals?
