I'm trying to remember if that is at the intersection of the Reforma and Independencia.. bet it is. I looked it up on Wikipedia, and it seems to be called El Angel..

was in Mexico D.F. on august of 2001, in this trip I visited with my friends the cities of Puebla and Edo. de Mexico. I liked a lot this street named la Reforma, at the end of it you have Chapultepec Castle, were the emperors Maximialiano and Carlota used to live, a good tip is that the best tortas I have eaten are the ones I ate in this place! A funny memory is this one: When my friends from Monterrey came to the federal district to stay with us, we walked the entire street and when we were at the stairs of the angel started to dance looking at the traffic...I´m sure a lot of people should asked themselves that night "who the f.. are this crazy guys???"
