The stonework on the bridge approaches and the roadway barriers suggest this is in a National Park. Your hints strongly suggest West Virginia. However the winter scene and the mostly pine forest do put me off a bit.
I'll guess it is at the Greenbrier resort, White Sulphur Springs, W Va.
