Well, C.I. it seems that when I run a scan, everything slows down. So, this famous person's wood carving, is it in the Balkans? If not, give me a hint.

Yes, it's in the Balkans. Also, the sculpture itself has the hints needed to determine the answer.

What is the significance of the sculpture?

Well, C.I., it seems that the wood carved figures are looking up, and they appear to be peasants.

The star on top of the sculpture signified the commnist state of Yugoslavia.

From Wikipedia;
The red star is or was used on several flags and coats of arms of communist states, for example on the flag of former Yugoslavia, and in some separatist and socialist movements, like estelada flag in Catalan Countries.
