I'm giving up for now - just looked at photos of work by more than a hundred architects. Will try again tomorrow if no one else gets it.

OK, it's the St. Joseph's Hospital Tower in Tacoma. Still have to find the architect (nabbed the engineering firm, I think)

Took me forever - I was going through washington state hospitals in alphabetical order by city, got midway through Seattle and said 'phooey', and tried "hospitals with oval windows". Bingo. I've seen enough wavy buildings now to last a while.

Off looking for a photo.
