There is this kind of indoor rain forest in the Netherlands called Burger's Bush (no pun intended), but I do not remember any high stairs in it.

The style of facade, especially for the two houses in the middle is typical of the Low Countries. However, due to close trade relations between the Low Countries and Scandinavia in the 16th and 17th centuries, this type of houses is also found in the old parts of Copenhagen and Stockholm, so I am going to guess:
