While the palazzo is quite comfortable and you are, of course, welcome at any time, I feel it may not be spacious enough for the needs of the Universe Headquarters. Might I suggest the Palazzo Ducale (Doge's Palace) instead? It was made for this, you know. Plenty of room for official conferences and reviewing the troops. It even has quite serviceable interrogation rooms and its own dungeons. It has been the political headquarters of the known world before. Why not again?

joe, manhattan is yours. i only go there every other month or so. if you could, i would like to stay in that hotel that John Irving has in his book, overlooking the Central Park (was it in Hotel New Hampshire?). Preferably the same suite...that would be awesome. That's all I really need for life. I'm humble that way.
