If a government agency is supposed to action to protect the citizens from a certain danger and because of its own ineffectiveness and/or inefficiency fails to do so, does a citizen who sustains a material loss as a result have a valid cause of action?
Not so easy to answer. With the amount of info given the best anyone could answer is "maybe".
You can sue the city if your car gets damaged from pot-holes that they have a responsibility to repair for example but you probably can't sue (or win at least) the local fire department for a fire that happens in your home (unless they actually caused the fire itself anyway!).
