I don't think he was cheating. Not while at home and not while away. From my experience with a cheater, they become more affectionate and caring to make sure that you don't suspect anything.
Him not answering your calls or texts seems like the long distance equivalent to him sleeping on the couch, gym etc. so I wouldn't worry about that.
I think you should trust him that it was for keeping his phone dry. Being lied to and cheated on is nothing fun and both hurt just as bad or close 2nds.
Does it rain a lot where he went for work? you should check the history forecast for the location, just to ease your mind. (hopefully ease your mind. If it doesn't, then I would confront him again, this time with evidence.)
ALSO! was it a cheap brand? no need to waste money if it is only going to be used for phone protection.
