This guy named Spinnni on YouTube is selling lottery tickets from his home. He isn't a licensed lottery agent. He sells people full books of tickets. He calls them "Donation Boxes" and then he has boxes from 00-99 for $50 each. And when all the boxes are sold he uses the middle two numbers from the nightly number games to see who wins the book of tickets.

I suspect no matter which country he resides in? He's scheme in selling full books of tickets? It's illegal. If at the least case? He's probably violating some kind of tax law by not reporting the income.
Report him to Youtube. I'm sure it violates Youtube terms and conditions (even if he in theory may get away with whatever loophole where he resides).
