Ok, so what started as a single flickering light 2-months ago, has become a problem throughout the house. Randomly, some circuits will only be running about 78volts (with dim or flickering lights, etc...,) while other circuits will top out as high as 175volts (lights super bright and 2 burnt out surge protectors). Breakers are never tripped, and I’ve replaced about half of them trying to isolate the problem. If any moter cycles (fridge, microwave, space heater) half the lights in the house will dim. It’s an older home, but the breaker panel and most of the wiring was redone about 12-years ago. What am I missing here?

If you have a typical house, you have two 120V supply lines coming in from the outside. It sounds like one of those has a ground on it. Call you power company to check it.

loose neutral connection in your service meter panel or on the power companies side transformer box going to your house.
what happens is the neutral returns the power, so without a secure neutral connection the power has nowhere to return except ground maybe, causing many electronics to burn out. don't wait until your flat screens and computers burn out, surge protections will not protect this. Get the power company to come over asap and tell them it has been verified on their side
