Does New York City and/or New York State State require certain stores (e.g., drug stores) provide a receptacle for people to dispose of used plastic bags?

Yes.

There is a state law which requires all stores over 10,000 square feet and chain stores of over 5 stories in height, with 5,000 or more feet of retail space on each floor to provide a bin/receptacle for used bags. The store must also keep a record of the number of collected bags for a period of 3 years.
