Would it be better if the dashes were replaced by commas?

Writing on online question-and-answer forum Quora, Tsoi – who has formerly served with organisations like the Ministry of Defence and the Republic of Singapore Air Force – shed light on the issues that caused the Singapore rail system to be in the poor state it is in today.

1. Would it be better if the dashes were replaced by commas?
2. Is 'has formerly served' correct? As Tsoi is no longer with the Ministry of Defence and the Republic of Singapore Air Force, shouldn't it be 'formerly served' instead?

The dashes in the question-and-answer bit should be removed and replaced by spaces.

The others could be replaced by commas. They also should not be short hyphen-style dashes. Rather they should be what are called emdashes (

It seems that keyboard manufacturers have decided to eliminate dashes altogether. The only alternative is two hyphens.
