phpBB static URLs mod_rewrite 1.0.0 code issue

Hi,
I installed the code and I think it is working properly but I just wanted to check this one piece of code:

I noticed that your instructions tell us to add code but do not tell us to remove the next set of code that starts the same way "if ( !$userdata['session_logged_in'] )". Will the first set of code only be read?

In an unrelated question, is there a way to choose more keyword rich names for the html files? Thanks in advance.
