You can omit the second and subsequent occurrences of 'to'.

I want to eat, drink, and dance. I am forbidden to drink, smoke, or swear.

You can include them if you want.

I want to eat, to drink, and to dance. I am forbidden to drink, to smoke, or to swear.

If you want a rule it would be: either include all the 'to's or omit all except the first.
