Nobody was surprised when the Republicans tried to get rid of Obamacare, but their problem was Trump who promised during his campaign that he would not just get rid of Obamacare, he would replace it with a better plan that costs the consumer less and gives better care. He promised he would not just cut the Obamacare recipients off.
That meant that the Republicans had to come up with a plan to replace Obamacare, and they couldn't come up with a better one that covered everybody. Instead, they came up with an awful plan that would result in over 20 Million people losing their health insurance. The plan was so bad, the even the House didn't pass it at first. Then the House finally did, but the Senate Republicans didn't seem very interested in the plan even though the House passed it. Now the Senate Republicans are apparently planning to pass their own bill, presumably just as bad as the awful House bill, but we don't know because they aren't releasing the details or debating it in committee, the way a normal bill works.
That is what is surprising-once Trump tied getting rid of Obamacare to replacing it with a better bill, it looked like Congress was just going to let Obamacare continue because they couldn't come up with a decent replacement. Now it looks they're trying to ram through a very bad replacement, just for the sake of getting rid of Obamacare.
