Electrical outlet question

Does an outlet always have current running inside when installed or do I have to insert a plug?
The wire for my outlet at home is tearing apart and I want to know should I finish the job or leave it as is unused.

@Adamzero,
I'm not too clear on your question but an outlet is hot all the time and should be treated as such. If the outlet is broken it needs replaced or if the wire feeding the outlet has insulation coming off and bare copper is showing it needs repaired. I hope this helps
