Outlet barely receiving power

Just moved into an apartement and there is a dedicated plugin for the air conditioner. Not enough power to run the unit. When I stick an analog multimeter into the outlet, the needle barely comes off of zero. This leads me to think there is some kind of power somewhere along the line. Is this a wiring issue, breaker issue, or something else?

Could be the breaker is off on one pole, on on the other.
