pairing bt music tarnsmitter and bt headphone not steady

I have bt transmitter and bt headphone. I want to use this transmitter to hear tv audio in headphone. If I pair these two the pairing lasts only for a few seconds. after few seconds the tranmitter starts pairing (blue red flickering). The only other bt devise is my phone which I have bt disconnected and also visibility hidden. any advice
