Attic Baffles

Just had a contractor blow in insulation at a R49 level in my ranch home.My question is should of they installed attic baffles if there are plenty of soffit vents. I'm new to this and not sure if they were just taking the easy way out?

you should have suitable air exchange in the attic space to deter mildew
