I'm trying to find a british crime tv series episode

I remember seeing this episode in the very late 90s or the very early 2000s and I am curious about what I saw. What I remember is that at the beginning of the episode, there is a man dressed in a suit who has his hands tied to what looked like a wire at a railway station. he is then pulled up so he is dangling and gets electrecuted.

I also remember that he was found the next morning by the investigators. It was something like Silent Witness or A Touch of Frost but i dont know which one.
