3 switch outlet. Center switch only at 99 v?

I have a 3 switch outlet. The 2 outer switches read 120. The center one only 99v. I have checked the wiring and don' t know what to do next. The switch will not operate the light it goes to.
All viewable wiring appears connected and correct.
Would a bad circuit breaker cause this? What to do next?
