Breaker trips at the box but not at the GFI outlet

Outdoor GFI outlet in weatherproof box and cover which has the pump and pool light plugged into it doesn't trip during heavy rain but the breaker it is wired to in the main box in the house will trip during the rain storm. Any suggestions? Thanks

Check outdoor GFCI.
