There is nothing illegal to go shirtless in your yard. If I were you, just to piss them off, I would walk around my yard shirtless. When they stare, just smile and wave and say hi neighbors as if nothing were going on.

On second thought if they stare into your windows, I'd do the same thing so they know you are aware they peeping toms.

I have had impulses to be that way about it. But the old man looks to be even older than me. I sort of feel empathy, even though I don't want to know him.

So all they have to do is look away. They shouldn't be looking in people's windows in their private home no matter how easy it is to see in. To me, this is more offensive than if you were parading around naked in your own home (unless of course you started yelling an knocking on the window to get their attention of course).

I have see a lot of people that have no business wearing yoga pants walking around in public - it offends my eyes so I divert them.

I know. I feel the same as you, I guess, but I just want them to be out of mind, rather than one more of life's irritations.

When you know they're looking, stand in front of the window wearing a bikini-top. And if you're married, have your wife come home from somewhere and walk from the car to the house wearing a fake mustache. It is quite possible that your peeping neighbors will move before long. It worked for me.
