Is this huge, vintage Dutch Masters-style painting junk?

I purchased this for a few dollars in 1994. The seller said he'd paid $300 for it, and that it had been hanging in a restaurant. It's 47" x 71" and is on heavy canvas. It's probably amateur junk, but after looking at the works of some not-so-well-known Dutch Masters, a few of which look like they were done by a talented sixth-grader, I thought I'd better check with some experts.
