220 volt apartment outlet low power, can hurt appliance ?

Hi, I just moved to an apartment in Philippines. When I plug my fan into the outlets on the one wall it spins noticeably slower.
I'm wondering how this affects anything else I might plug into it? I have a new fridge coming tomorrow and not sure if this can cause damage to fridge motor or have it run inefficiently ? Should I be concerned plugging laptop or charging iPhone etc ?
