Electrical circuit with both 14/2 and 14/3 wire. Why??

Why would my house have a light circuit in the basement with some 14/2 and 14/3 wire in the circuit. It is only a one-way switch and has 9 lights on that switch. I am attempting to re-wire the basement into separate rooms with separate switches in each room and am confused by this 14/3 wire that runs between some of the light fixtures.

14-3 wire is used when you want to have two separate lines available like when you have a ceiling fan and a light on the same switch and you want to be able to run the fan while the light is off or when you have a switched receptacle where one plug is hot all the time and the other runs off the wall switch. 14-3 gives you a little more flexibility than 14-2, but it doesn't sound like you need the extra functionality.
