Can a City, State, and/or the Federal government enact a law limiting its liability should a police officer (or similar) employer by it cause a wrongful death?

That's an interesting question. The federal and state governments are generally immune to being sued under
Sovereign Immunity. At the federal level, the
Federal Tort Claims Act was passed to allow lawsuits against the federal government. Sovereign Immunity doesn't apply to cities, but in theory, a state could pass a law to limit liability.
