Wiring an AC Disconnect

We are designing an Air Conditioner pullout disconnect switch. I noticed on several disconnects on the market that the line/load wire ranges are from #14 thru #2 gauge wire. Even the smallest air conditioners have a min ampacity rating of around 20 amps which would require at least a 12 gauge cu wire. So when would you ever be able to use a 14 gauge wire on an AC Disconnect?
