Brand New Kenmore Electric Range Doesn't Heat Up

Any electricians out there. Is there any difference using a 250V electric range cord as opposed to a 240V cord. It is a three prong cord. The range calls for a 240V cord. New range doesn't heat oven, broiler or ceramic top. Digital displays and oven light all work.
