350/400 highbay metal halide light

A worker and I were hooking up a multi-tap ballast which is a 350/400. The fixture has a a blue wire coming out from behind it. I hooked up the wires as per the diagram,but the blue wire is left over at the fixture. Is this the wrong ballast?
