Drawing with flying oar and aforism

In the drawing there are two cartoon-like figures sitting in a boat, and one or two oars are floating in the air above the boat. The figures are looking at the oars and there is an aforism in the picture which had nothing to do with the situation itself. Whose drawing is it and where can i find it? I very much appreciate if anyone can help.

No, the aphorism was a longer sentence. And the drawing was not manga or any cartoon. The figures just looked cartoon-like.

Not sure exactly what it is you're after. Are you asking for help remembering something, or are you setting some sort of quiz?

I'll assume the former, and say it sounds a bit like Glen Baxter, can't find a rowing boat cartoon though.
