Stoppage of play on penalty

In recent years, it seems to me that play is stopped prior to snap on any penalty like motion, offsides, etc. I believe that in the past, play was allowed to continue and then the penalty could be declined or accepted depending on the outcome of the play. Is this the case and when was this change implemented?

@mikej1957,
It hasn't changed. Offensive offsides is a dead ball penalty. Anything that happens coincident or after the snap is allowed to play through.
