I have build a water level controller using 555 bistable mode.but the relay givea tik tik sound when i touch the pin 4 of 555.what may the reason?
If you touch pin 4 with your finger, you'll introduce in the + 12 V an alternate component by capacitive coupling thus making the output follow an harmonic.

Yes, there is: don't put your fingers on pin 4.
