Sometimes my iphone will randomly act like it's on silent even though I never flipped the switch. All of the notifications, calls, etc. will just vibrate and not make a sound. I have to switch the phone to actually be on silent then switch it back to normal again for it to work normally.
How do I fix this and why do you think it's happening? btw it's an iphone SE from 2020

They have a Customer Care phone number where you live. You need to google it and call them. It's free and they'll help with ALL your problems with your phone, so write them all down and give them a call.

Lots of "problems" that happen with phones can be fixed by powering off and then restarting. So doing what you are doing isn't that big a deal. I recall my Iphone doing something similar.
