NEC load center wiring

I have a large Eaton load center in my garage. I would like to install a can light in the ceiling above the load center, with a switch and GFCI outlet to the left of the load center. There all already some nice big holes in the top plate above the load center, so the easiest way to wire the light is to use a fishtape to pull romex from the crawl space above the garage into the top of the load center, then straight out the bottom, then thru the left stud to the switch.

Does code allow NM to pass straight thru a load center? If so, would cable clamps be required at the top and bottom?

Thank you!

Found the answer. 312.8 specifically permits this. 314.17 says clamps are required.
