1) All the blocks must be that same color.

2) All the blocks must be of that same color.

Are these both sentences can be considered as correct? If so, what differences do you see?

Has there any rules or restriction in using the sentence number 2 (All the books must be of that same colour)?

They're both grammatically correct and mean the same thing.
