entire piece or just the drywall tape. The piece is 4x12inches.

At 4"x12" you are going to end up covering the entire piece. You want enough so that the joint compound (not putty! Wink ) fills in the small gap created at the edges of the tape and you need to go far enough to get the edge feathered in so the patch isn't easily apparent. Usually you end up with a 8" - 10" line of coumpound on a seam.
