Linoleum over Ceramic Tile?

I had a flood with an inch of water covering the whole floor. The house is 28 years old and has original ceramic tiles on concrete with cheap linoleum glued on top. Can I put new linoleum on top of the ceramic tiles after I remove the old linoleum? What will I need to do to prepare the tiles?
