2" breaker to a 1" breaker

I currently have a GE 2" 40 amp double pole breaker controlling my central A/C. I would like to replace it with a GE 1" 40 amp double pole breaker to create space in my panel for a 1" 20 amp double pole breaker dedicated to a whole house surge protector. Is this practical?
