In my company emails I used quite often "Attached is(are) the banking instructions." I am curious to know if it should be a singular verb or a plural verb. It is only one attachment but it has the plural "instructions" . Which is better grammar?
Since the word "instructions" is a plural, then 'are' is the only grammatical choice, however you could say "attached is a file containing the instructions".

The banking instructions are attached.

But, just to make it clear to ETobias, in your alternative phrase the verb form "is" is in reference to the noun "file" not "instructions."
