3 phase disconnect

I have 3 phase disconnect. All lines coming in read ok. Lines coming out read as follows:

L1 to L2 14.0 L2-L3 252 L1 L3 252

Low voltage on L1 to L2. All fuses check out good. I think its a bad breaker?
