What are the top 20 quality tv shows of 2004?
I'll contrubute "Law and Order," "NYPD Blue," and "Without a Trace."
It depends on how you define "quality".
I agree with Doglover on The Daily Show.
I really love Still Standing
And I still watch SNL!
But I don't know if 20 quality shows exist!
Somebody forgot to tell the networks the shows should be entertaining.

Reality shows suck (no reality involved, so fake and staged)
Lots of crappola on regular network TV. I seldom watch anything but the above and the news.
I think the network execs really need to get a grip on what people really want to watch (people over age 23, that is.) There are still some of us out here breathing.

I'd like to say The Jury, based on its Tom Fontana/Barry Levinson parentage, but other than checking out the characters from their former great shows (Oz, Homicide, The Wire), it's not that good.
