If the budget is approved by the city council, renovations on the municipal ________ could begin as soon as March.
(a) organization
(b) stage
(c) entity
(d) structure
Of course, the answer is (d) structure. But I was wondering why (b) stage can't also be renovated?

A stage can be either a physical one upon which people give performances or a step in a process. It sounds odd to talk about renovating either of them. A physical stage might be repaired or expanded, but renovated? Not likely.
